परमाणु सहेली (डॉक्टर नीलम गोयल) के बारें में 

मैं उस समय कक्षा आठ में पढ़ती थी, जब मेरे पिता का देहांत हुआ। मेरे पिता राजस्थान अजमेर बी.एड. कॉलेज के प्रंसीपल थे। उन्होंने शरीर त्यागने के कुछ क्षण पहले मुझे अपने पास बुलाया, अपने सीने से लगाया और कहा कि ‘‘हालात चाहे कैसे भी रहें, अपनी शिक्षा को अधूरी मत छोड़ना और स्वयं को जानना। तुम्हारा प्रत्येक कर्म मानव कल्याण हेतु होगा”। उनकी शक्ति हर पल क्षीण हो रही थी, वो कह रहे थे, ‘‘स्वयं के अस्तित्व को पाना है, सतत सृजन की राह जाना है”, और उन्होंने अपना पञ्च-भूतों निर्मित शरीर छोड़ दिया। मैं अपने पिता की बहुत ही लाड़ली बेटी थी। मेरे मन में क्रंदन था। मुझे स्वयं को आश्वस्त करना था। मुझे अब एक ही धुन रहती थी कि मुझे वही सब करना है, जिसमें मेरे पिता को खुशी मिलती। उनकी आशा के पथ पर चल कर ही मैं स्वयं में अपने पिता को पा सकती थी। मैंने विज्ञान संकाय से ग्रेजुएशन की। विज्ञान संकाय से स्नातक की शिक्षा के उपरांत, भारत सहित विश्व की इकोनॉमी को जानने की जिज्ञासा हुई। मैंने अर्थशास्त्र से स्नात्तकोत्तर किया। स्नात्तकोत्तर करते समय ही मेरे जेहन में निम्नलिखित प्रश्न घर कर चुके थे।  

           

प्रश्नः –

• भारत की प्राकृतिक सम्पदाएँ क्या-क्या हैं और विश्व तुलना में इनका क्या स्तर है? 
• भारत की अर्थव्यवस्था के प्रत्यक्ष और अप्रत्यक्ष आधार क्या हैं?
• भारत के पास समग्र व उत्तरोत्तर विश्वसनीय विकास हेतु क्या-क्या योजनाएं हैं?
• भारत की सकल विद्ध्युत उत्पादन के स्त्रोत क्या-क्या हैं व उनकी उपलब्धता, महत्ता व सीमाएं कितनी-कितनी है?
• भारत की व विकसित राष्ट्रों, जैसे- फ्रांस, जर्मनी, यूके, जापान, रसिया, इत्यादि की सकल विद्ध्युत उत्पादन क्या-क्या योजनाएं, इसमें किस-किस स्त्रोत की कितनी-कितनी भागीदारी है?

• चायना जनसंख्या की दृष्टि से भारत से आगे होते हुए भी राष्ट्रीय आय में भारत से बहुत आगे है? इत्यादि-इत्यादि।

इन सभी प्रश्नों का सार्थक और पदार्थिक उत्तर पाने के लिए मैंने वर्ष 2005 में अपना शोध कार्य प्रारम्भ कर दिया व वर्ष 2008 में राजस्थान विश्वविद्द्यालय मुझे पीएचडी की उपाधि प्रदान की। भारत के परमाणु ऊर्जा विभाग ने मुझे पोस्ट डॉक्टरल प्रशिक्षण दिया वहीं से मुझे एक निक नेम मिला- ‘‘भारत की परमाणु सहेली”।

इसके उपरांत राजस्थान में महिला विश्वविद्द्यालय में मैंने असिस्टेंट प्रोफेसर का पद ज्वाईन किया।

वर्ष 2011 में जापान के फुकुशिमा शहर में आई प्राकृतिक दोहरी मार ने वहाँ के जीवन को अस्त-व्यस्त कर दिया। उस शहर का पूरा इंफ्रास्ट्रक्चर ध्वस्त हो गया। काफी जान-माल की हानि हुई। ऐसे में एंटी बिजनिस लाबीज ने जापान के परमाणु बिजलीघरों के सन्दर्भ में भी विरोधात्मक प्रचार-प्रसार प्रारम्भ कर दिया।

भारत में इस प्रचार का असर यह हुआ कि तमिलनाडु के 1000 मेगावाट के कूड़नकूलम परमाणु बिजलीघर से बिजली के उत्पादन, श्रीगणेश होने से पूर्व ही, विरोध की आंधी की चपेट में बंद कर दिया गया।

जब यह सब मुझे अवगत हुआ, मैंने अपने प्राफेसर के पद से इस्तीफा दे दिया। और अपने निवास स्थान से ही अपने सन्देश के वीडियो फूटेज बनाते हुए सभी सोसियल साइटों पर रातोंरात पब्लिश किये।

भारत की 15 सदस्यीय एक्सपर्ट कमेटी ने मेरे उन संदेशों को गंभीरता पूर्वक लेते हुए उन्हें तमिल भाषा में डब कर, वहाँ की जनता में प्रसारित करवाये।

सुप्रीम कोर्ट में केस की हियरिंग के समय में भी उन वीडियो फूटेज को जूरी के समक्ष प्रस्तुत किया गया।

अंततः, भारत सरकार उक्त परमाणु बिजलीघर के पक्ष में वह केस जीती जिसकी बधाई मुझे कमेटी के चैयरमेन डॉक्टर डेनियल चेल्लप्पा के मॉर्फत मिली और एक प्रशस्ति पत्र भी प्राप्त हुआ।

इसके बाद हरियाणा राज्य के 2800 मेगावाट की साईट जो 7 वर्ष पूर्व ही चुन ली गयी थी, वहाँ पर विरोधों के चलते उस परमाणु बिजलीघर की स्थापना का कार्य प्रारम्भ नहीं हो पा रहा था। मैंने वहाँ पाँच महीने एक गोल ओरिएंटेड रणनीति के तहत कार्य किया और सभी विरोधों को खत्म करते हुए तथा 400 करोड़ रुपये की धन राशि बतौर मुआवजा वहाँ के किसानों में बँटवाते हुए, 6 सितम्बर 2012 को उक्त परियोजना के कार्य की आधारशिला रख दी गयी।

राजस्थान के बाँसवाड़ा जिलें में लगने वाले 2800 मेगावाट के परमाणु बिजलीघर हेतु भी मैंने सकारात्मक परिस्थितियां पैदा करवा दी है। केंद्र सरकार ने हाल ही में 450 करोड़ रूपये बतौर मुआवजा व जन कल्याण कार्यों हेतु प्रदान करने की घोषणा की है। 

वर्तमान में, मैं गुजरात में हूँ। गुजरात आने का मुख्य उद्देश्य हैः - मीठी विरदी गुजरात 6000 मेगावाट अणु विद्ध्युत परियोजना का कार्य प्रारम्भ होने हेतु सकारात्मक वातावरण कायम कर देना।

मीठी विरदी गुजरात अणु विद्ध्युत परियोजना कुल 6000 मेगावाट बिजली उत्पादन की है। वैसे तो, इसमें 6 वर्ष की पहले से ही देरी हो चुकी है। और एक वर्ष की देरी का मतलब है, सालाना, 3300 अरब रूपये से लेकर 33000 अरब रूपये के बराबर का विकास रुके रहना। परमाणु सहेली को इस परियोजना के मार्ग में अवरोध स्वरुप आ रही चारों चुनौतियों को निर्मूल के देना है। इसके लिए मुझे  एक गोल ओरिएंटेड रणनीति का क्रियान्वयन करना है।

इन तीन पूर्व परीक्षाओं के अनुभवों  से, मैं एक निष्कर्ष पर पहुंची। "भारतीय जनता जिज्ञासु है।  वास्तविक संसार के ज्ञान को मन लगाकर सुनती है। अतः, एक  अद्वितीय रणनीति के निष्पादन के माध्यम से है, सभी चार महत्वाकांक्षी योजनाओं के संदर्भ में RWK का माहौल पूरे भारत में स्थापित किया जाएगा। इससे चारों चुनौतियों का यकीकन  सफाया होगा।  इन चारों चुनौतियों के उन्मूलन के बाद, चारों योजनाओं की एक साथ ही स्थापना प्रारम्भ हो जाएगी। इनकी समयान्तर्गत सफलतापूर्वक क्रियान्वयन हेत आवश्यक धन की व्यवस्था भी भारत के आर्थिक कोष में मेरी उस अद्वितीय रणनीति के मार्फ़त करदी जाती रहेगी। और फिर इन चार स्थापित योजनाओं के क्रियान्वयन से इस देश में एक सतत, विश्वसनीय और गुणात्मक सर्वांगीण विकास को वास्तविक गति मिल जाएगी। वर्ष 2035 तक, भारत का प्रत्येक गाँव पूरी तरह से विकसित होकर स्विट्ज़रलैंड की भाँती उभर कर आएगा"। 

At that time, when my father died, I was studying in Class Eighth. My father was a Principle in Ajmer B. Ed. College, Rajasthan. Few moments before his death, my Head was on his Chest. He whispered, "Whatever circumstances be there, do not leave your study uncompleted. In future, you will be one of the most responsible persons for the gross welfare of the people of India". His strength was falling every moment; he was saying "To find your own existence on this Planet, you have to go through a Sustainable, Reliable and Multiplicative welfare of the people of India". Next moment his Breath had left the Body.

After graduating from Science faculty, I became curious to know the World’s Economy including India. I completed my Master degree in Economics. After the Post Graduation following questions were floating in my mind.

After completion of my Graduation in Science & Textile, I was curious to know about the Economy of India and of the well-developed countries as well. I did my Post graduation in Economics. During Post graduation the following Questions had come in my mind.

Questions: -

What are the Natural Resources of India and of the well-developed countries?

What are the Direct and Indirect Pillars of India's Economy?

What are the Plans in India for increasingly & reliable Gross All-Round Development?

What are the Resources of Gross/Mix Electricity Production in India & in other countries? What are the Availability, Importance and limitations of the Resources of Electricity Production? What is Plan of Gross Production of Electricity? What is the Percentage of Nuclear Power in Mix Electricity Production in India and in other countries?

Is Nuclear/Atomic Energy a Clean and Safe Resources to produce Electricity?

What is contribution of Agriculture in India's Gross Income? What is the Current Structure of India's Agriculture? What are the main Pillars of India's Agriculture?

What is the Living-Standard of India and of the developed countries as well?

What is the Practical Structure of Indian Politics?

What are the Burning Issues in India and what are the roots? What is the Specific Constraint, being that, India is far-far back from the well developed nations? The population of China is more than of India, yet the National Income of China is 5 to 6 times more than of India, why?

In India, what is the level of Real World Knowledge and Thinking of the General Public, Public-Representatives, Social Workers, Khairkhwahs, Rural & National Parties, Politicians, Bureaucrats, Officers & Workers and Groups, etc? 

And so on and so forth.

To get the Real Practical answers for all these questions; I started research in 2005. Rajasthan University awarded me PhD in 2008. Department of Atomic Energy provided me Post Doctoral Training. At the End of the Training, I got a Nick Name "Bharat kee Parmanu Saheli" during the Farewell Party at Anushakti Bhavan, Mumbai.    

I joined a post of Assistant professor in a Women University Jaipur, Rajasthan. In 2011 Japan's Fukushima city got hit by a dual natural disaster. This dual calamity ruined many lives as well industries, departments & infrastructure of the City. Nuclear Power Plants in this city also got damaged. Though no casualty happened via these NPPs but a very much negative exposure via the Anti Business Lobbies came to India against the Indian Nuclear Power Plants. The effect of this was that the 1000 MWe Kudunkulam Nuclear Power Plant of Tamil Nadu stopped forcefully by a huge protest against the NPP. This situation came in front of me. I resigned from the post of the Assistant Professor. I made Video clips/footage of the Real World Knowledge in context of Nuclear Power Plants at my own home itself and published them on the different social websites; like You Tube, Google, Face Book, etc. In the same period of time; India's 15-members expert committee for the Kudunkulam NPP was seeing these videos in public. The Chairman Mr. Daniel Chellappa sent me an online Appreciation letter. Later, during hearings of this case in Supreme Court, the concerned Jury also watched the Video Footages. The Jury took sincerely them as these RWK videos messages were delivered by Dr. Neelam Goyal who done her PhD on the concerned Topic. One day a telephonic call came to me from Dr. Denial Chellappa that “We (Indian Government) have won the case of Kudunkulam NPP”. He thanked and congratulated me for the valuable support. The Kudunkulam NPP started to generate electricity. The Operation of this does an effect on all-round development equivalent to Rs. 550 billion to Rs. 5500 billion, yearly.

After this, 2800 MW site in Haryana, selected as 7 years ago, was facing a huge protest due to the Four Challenges. I worked there for five months (June 2012 to October 2012) with a Goal-Oriented Strategy. Stone Foundation happened on 6 September 2012, unanimously. The Central Government made available Rs. 400 crore to the neighbourhood public. In future, this power plant will add an all-round development equivalent to Rs. 1500 billion to Rs. 15000 billion, yearly.

Third, 2800 MW site in Banswara district of Rajasthan, selected as 7 years ago, was also facing a huge protest due to the same four challenges. I executed Grass Root Level Public Awareness and skill enhancement activities in Bhilwara, Bikaner, Jaipur and Udaipur. The effect of these came to affirmative environments of the regional public towards the Nuclear Power Project. In the month of September 2015, Central Government announced to provide Rs. 450 crore for the local farmers and welfare of the regional public.

From these three prelims, I reached to a conclusion. "Indian Public is curious and listens carefully about the RWK" and hence, via execution of a Unique Strategy; an environment of the RWK in context of all the Four Ambitious Plans can be set in entire India and then the Four Challenges will sure be eliminated. After this elimination, a simultaneously successful establishment will get start via providing the required finance to the Indian Government. And then implementation of these four established Plans, a Sustainable, Reliable & Multiplicative All-Round Development of this Nation will get it’s the Real/deserving Pace. India’s each & every village will be well developed like Switzerland.

Currently, I am in Gujarat. The aim Gujarat Journey is to bring the day of Inauguration of 6000 MW Mithi Virdi Atomic Power Yojana. It already has been delayed 6 years. Via its successful operation, in future, yearly, an all-round development equivalent to Rs. 3000 billion to Rs. 30000 billion will come to India.
