विचार (Concept): भारत के सकल विकास, अर्थात, अर्थव्यवस्था का वर्तमान स्वरुप

•   भारत के चहुँमुखी विकास के तीन आधारभूत स्तम्भ हैं- 1. कृषि, 2. उद्द्योग-धंधे व 3. सेवायें।
•   तीनों स्तम्भों की नींव है- ऊर्जा (मुख्यतया, विद्युत ऊर्जा)
•   भारत की चार महत्वाकांक्षी योजनाएं-

1.  भारत की सभी नदियों का अन्तर्सम्बन्ध
2.  भारत में गाँवों को गाँवो से, गाँवों को कस्बों से, कस्बों को कस्बों से, कस्बों को शहरों से व शहरों को राजधानियों से जोड़ते हुए राज मार्गों की स्थिर व विश्वसनीय व्यवस्था
3.  भारत में प्रतिवर्ष, औसतन, 5000 यूनिट प्रति-व्यक्ति समग्र विद्ध्युत का उत्पादन
4.  भारत की समग्र उपजाऊ भूमि 1600 लाख हेक्टेयर पर स्वदेशी उत्कृष्ट केन्द्रीयकृत कृषि प्रबंधन

10 से 25 वर्ष पूर्व वाली भारत की चारों महत्वपूर्ण योजनाओं का यदि समयान्तर्गत सफलतापूर्वक क्रियान्वयन हो रहा होता तो आज भारत की सालाना प्रति व्यक्ति औसत आय 15 लाख रूपये तक हो चुकी होती (वर्तमान में यह आय मात्र 80,500 रूपये है)। भारत की 68 प्रतिशत जनता जो ग्रामीण देहातों में बसती है, और जिसकी वर्तमान में सालाना औसत आय मात्र 12,000 रूपये है, की भी यह आय 12 लाख रूपये तक पहुँच रही होती। चायना की प्रति व्यक्ति यह आय 5.50 लाख रूपये है, फ्रांस, जापान, ब्रिटेन, रसिया, जर्मनी की प्रति व्यक्ति यह आय 15 लाख रूपये से लेकर 22 लाख रूपये तक है। अमेरिका की प्रति व्यक्ति यह आय 32 लाख रूपये है।

भारत के पास विश्व के किसी भी अन्य देश की अपेक्षाकृत गुणात्मक रूप से ज्यादा प्राकृतिक सम्पदा है। भारत के पास उत्कृष्ट कोटि के अर्थशास्त्री, शासक, प्रशासक, वैज्ञानिक, विचारक, योजनाकार, उद्द्योगपति, प्रबंधक, न्यायाधीश, इंजीनियर, अधिकारी, कर्मचारी, कार्यदक्ष व कामगार भी हैं। और भारत की अपने व्यापार मित्र देशों के साथ सकारात्मकता की परिस्थितियाँ भी हैं। पूरे विश्व में भारत की संस्कृति भी सर्वोच्च कोटि की रही है। भारत की जनता की जींस क्वालिटी भी सर्वोत्कृष्ट है। भारत का लोकतंत्र सर्वोच्च कोटि का है।

इस सबके बावजूद, ऐसी क्या कमी है कि, भारत में समग्र जन-कल्याण समग्र-विकास की चारों महत्वपूर्ण योजनाओं के सफल क्रियान्वयन के रास्ते में निम्न चार प्रकार चुनौतियां दीवार बन कर खड़ी रहती हैं?

पहली चुनौति, अंतर्राष्ट्रीय सम्बन्ध;

दूसरी, अंतर्राज्यीय सम्बन्ध;

तीसरी, मुआवजा राशि;  व

चौथी चुनौति, बजट  समस्याए

इन चारों चुनौतियों की बैकबोन है- "भारत की टॉप-टू-बॉटम जनता में उक्त चार महत्वपूर्ण योजनाओं के सन्दर्भ में वास्तविक संसार के ज्ञान की कमी"।

क्षेत्रीय जन-प्रतिनिधि, क्षेत्रीय पार्टी कार्यकर्ता, एंटी एक्टीविस्ट बिजनिस लाबीज, तथाकथि ब्यूरोक्रेट्स, तथाकथित बाबू वर्ग व मुख्यतया तथाकथित समाजसेवी व् खैरख्वाह से जुड़कर बनी स्वहित में जीनेवाली इस 5 प्रतिशत जनता ने बाकि की 99 प्रतिशत जनता के दिलों-दिमाग व सोचने-समझने की शक्ति पर प्रत्यक्ष-अप्रत्यक्ष तौर पर कब्जा कर रखा है। भारत की 5 प्रतिशत जनता ने 99 प्रतिशत जनता को विभिन्न दिशाओं में चला रखा है। उसका नेट परिणाम यह हो रहा है कि भारत की ये चारों योजनाएं मृत प्रायः है, या इनके क्रियान्वयन की गति कछुए से भी धीमी रही है। 

परमाणु सहेली के मिशन: 

1. समग्र भारत में करने योग्य कार्य की स्थापना 

2. चारों चौनोतियों का निर्मूलन 

3. समान्तरीय रूप से चारों योजनाओं की सफल स्थापना 

4. भारत में एक सतत, विश्वसनीय व उतरोतर सर्वांगीण विकास का प्रारम्भ

यह सब कैसे संभव हो सकेगा, इसके लिए एक विशिष्ट रणनीति व उसके क्रियान्वयन हेतु पूरी तैयारी हो चुकी है।  
प्रत्येक भारतीय का यह नैतिक कर्तव्य है कि वह स्वयं भी अपनी नैतिक जिम्मेदारी और कार्मिक कर्तव्य को समझें।

Concept: The Current Structure of the Gross Development or the Economy of India

•    For All-Round Development of India, three are three Basic Pillars: 1. Agriculture, 2. Industries, and 3. Services
•    The Backbone of these three Pillars is Energy (mainly, Electricity)
•    India must have Four ambitious Plans:

1. Interlinking of all the Rivers

2. A Grade Stable & Reliable Transportation Arrangement from Village to Village, Village to Town, Town to Town, Town to City, City to City, and Capital to Capital

3. Gross Production of average 5000 units Electricity per Capita, yearly (1000 units from Solar, 2000 units from Nuclear, 1000 units from Coal and 1000 units from the rest of the resources)

4. Agriculture on the Gross Fertile Land via an Excellent Indigenous Agriculture Management 

If, the Four Most Ambitious Plans had been successfully implemented, then India's annual average Per Capita Income would have been up to ₹ 15 lakh (currently, ₹ 80, 500/- only). And the annual average Per Capita Income of the 68% Rural Population would have been   ₹ 12 lakh (currently, only ₹ 12,000/-).

India has multiplicative Natural Resources compare to any of other country in this World. India has Great Economists, Excellent Politician, Administrators, Scientists, Thinkers, Planning Makers, Judges, Industrialists, Businessmen, Executives, Managers, Engineers, Doctors, Officers, Employees and Tradesman. India's Culture is of an Excellent Class.  Indian People's Jeans Quality is Excellent. Bharat maintains Positive Relation with its Business Friendly Countries and is regarded as Most Honorable Democratic Country as well. 

Yet, there comes a Huge Wall of Four Challenges in the Path of a successful implementation of the Four Most Ambitious Plans in India.   

The Four Challenges are: 1. Inter Nations’ Relations; 2. Inter States’ Relations; 3. Financial Budget; and, 4. Compensation Money  

Who is the main culprit or what is the base of creating the four challenges in the path of a successful implementation of these most precious Plans?

The Culprit or Base or Backbone of these Four Challenges is “Lack of the Real World Knowledge in the Top-to-Bottom Public of the nation about the Four Most Ambitious Plans”.

Due to The Lack of the Real World Knowledge, the 5% Population of  So-called Social & Public Representatives, Regional & National Political Party Workers & Leaders, Anti Business Lobbies, So-called Bureaucrats, So-called Clerical Staff, etc.,  for their own causes, governs  rest of the 95% Population of India.

Mission of Parmanu Saheli (Dr. Neelam Goyal):

1. Establishment of Real World Knowledge in all-over Nation 

2. Elimination of the Four Chalaanges

3. Simultaneous & Sucessfull Implimentation of the Four Most Ambitious Plans

4. Establishment a sustainable, Reliable & Multiplicative All-Round Development of India
